Contribution classes

Membership contributions are determined based on the type of membership, geographical location, and economic criteria, such as ICT-related turnover or Gross Domestic Product (GDP).

Contribution Class 1 – Inclusive and Accessible

ETSI welcomes a diverse range of stakeholders in Contribution Class 1, which includes:

Types of organisations:

  • Micro-Enterprises
  • Small and Medium-sized Enterprises (SMEs)
  • Associations
  • User Not-for-Profit Associations (representing end consumers)

Categories of institutions:

  • Universities
  • Public Research Bodies
  • National Standards Organisations (NSOs)

Public sector entities:

  • Other Governmental Bodies

Contribution Model for Class 1 Members

Class 1 members contribute via a flat fee model, categorised into Fee Types A, B, or C (see table below).

Membership status

  • Full Membership: For organisations established in CEPT
    Access to technical groups, technical resources, and voting rights.
  • Associate Membership: For organisations established outside CEPT.
    Access to technical groups, technical resources, and voting rights.
  • Observer Membership: For organisations eligible for Full or Associate Membership.
    • Limited access rights – no participation in Technical groups and no access to technical resources, including drafts
    • May only attend General Assembly meetings without voting rights.

If not in contribution class 1, contributions are based on the member’s ECRT band (ICT and Electronics Communications Related Turnover) or the GDP for Administrations.

For all members, each class corresponds to:

  • An annual contribution
  • A number of voting weights

Additional Members

When multiple members belong to the same group of companies or entities, ETSI establishes the following group structures:

  • Corporate Group: Additional members within a Corporate Group pay an administrative fee. They do not receive additional voting weight in ETSI, but they may carry the vote of the Primary member.
  • Public Group: Similar conditions apply to Other Governmental Bodies (OGBs) that are designated by their national Administration, which acts as the Primary member. OGBs may carry the vote of the Administration, but do not receive additional voting weight in ETSI.
  • Academic Group: This group includes members categorised as Public Research Bodies or Universities. The Primary member holds the voting weight, while additional members pay the class 1 flat fee and do not receive extra voting weight in ETSI.

In each group, the additional members may carry the vote of the Primary member and retain voting rights in 3GPP and oneM2M, if applicable.

Note: An OGB (Other Governmental Body) not part of a Public Group may apply as an OGB Individual Member in class 1.

First-Year Payment Conditions

When applying for ETSI membership, the invoicing of your first annual contribution depends on the date of your application and the timing of your approval via the Member Online Poll:

  • Applications between 1 December and 1 March
    → If approved at the first Member Online Poll of the year:
     100% of the annual member contribution or Observer member fee is invoiced.
  • Applications between 1 March and 1 June
    → If approved at the second Member Online Poll of the year:
     75% of the annual member contribution or Observer member fee is invoiced.
  • Applications between 1 June and 1 September
    → If approved at the third Member Online Poll of the year:
     50% of the annual member contribution or Observer member fee is invoiced.
  • Applications between 1 September and 1 December
    → If approved at the fourth Member Online Poll of the year:
     25% of the annual member contribution or Observer member fee is invoiced.

Participation in Partnership Projects

  • oneM2M: Free for all ETSI members.
  • 3GPP:
    • Class 1 or 2 members pay €3 550 for 3GPP membership via ETSI.

Where Public, Corporate, and Academic Groups hold multiple 3GPP memberships, they shall make an overall contribution that exceeds 20k€ multiplied by the number of 3GPP members to be exempt from paying the 3GPP minimum contribution for each of their individual 3GPP members.

Each delegate participating in a 3GPP TSG or Working Group F2F meeting counts as 1 participation.
 E.g. if a delegate participates in two Working Group F2F meetings (e.g., SA1, SA2) in May and participates in one TSG F2F meeting in June, it counts as 3 participations.

Contribution Classes for Administrations

The Class of Contribution for members in the Administration category is determined based on the most recent available Gross Domestic Product (GDP) of the applicant’s country.

Please indicate your country’s annual GDP in billions of euros (€), using data from the World Bank or other official sources from the last full calendar year.

A national delegation’s vote may only be cast if at least one ETSI Full Member in the Administration category contributes to the ETSI budget in accordance with the country’s GDP.
