Kevin Holley

Kevin Holley has over 38 years of experience in ICT standardisation. He has been driving the development of ETSI and 3GPP standards from the very beginning.
He started working on GSM within CEPT in 1988 and moved to ETSI upon its establishment. He then led the ETSI GSM WP4 DGMH group which completed the SMS standards between 1990 and 1996.
Kevin also held technical leadership roles in 3GPP following its creation. He was instrumental in introducing the first electronic meetings in 3GPP, using crowd-sourced Ethernet cables and switches. He drove the application development that led to MMS and invented the over-the-top messaging application as described in UMTS 21.04.
Kevin has been an active ETSI Board member since 2014, leading the Board Process Group and serving as Convenor of the 3GPP PCG Working Group on Working Procedures.
