Cooperation between the European Standards Organisations (ESO)

ETSI works in close cooperation with CEN and CENELEC, the other two European Standards Organisations (ESOs), in areas covered by Standardisation Requests issued by the European Commission and the European Free Trade Association (EFTA).

While the three organisations have distinct functions and areas of technical expertise, with ETSI operating under a direct participation model and specialising in standardisation across telecommunications, ICT, and digital technologies, they have a Basic Cooperation Agreement since 1990. This agreement enables the establishment of joint technical committees, where deemed to be of common interest.

Coordination mechanisms

  • Joint Presidents’ Group (JPG) for high-level coordination;
  • Joint technical committees where appropriate;
  • Joint Task Force streamlining the process for developing harmonised standards;
  • Informal exchanges between technical groups and experts.

Cooperation with the Annex III Organisations

ETSI partners with ANEC (the European consumer voice in standardisation), ECOS (the European Environmental Citizens’ Organisation for Standardisation), ETUC (the European Trade Union Confederation), and SBS (Small Business Standards), all being recognised as Annex III Organisations under Regulation (EU) No 1025/2012 on European standardisation.

ETSI supports their participation in standardisation:

  • ANEC promotes and defends consumer interests in the processes of technical standardisation, conformity assessment, accreditation and market surveillance as well as related legislation and public policies.
  • ECOS is an international NGO with a network of members and experts advocating for environmentally friendly technical standards, policies, and laws.
  • ETUC represents European workers, promoting a Social Europe where workers’ wellbeing is a core priority alongside the EU Single Market.
  • SBS represents the interests of Small and Medium-sized Enterprises (SMEs) in standardisation.
