Cooperative ITS (C-ITS)
Development of facilities layer services for Cooperative ITS applications, definition of syntax and semantics of data objects.
ETSI’s Technical Committee on Intelligent Transport Systems (TC ITS) is leading efforts to establish global standards for Cooperative ITS (C-ITS), which offers enormous potential through vehicle-to-vehicle and vehicle-to-roadside communication. Applications include road safety, traffic control, fleet and freight management and location-based services, providing driver assistance, hazard warnings and support for emergency services.
Development of facilities layer services for Cooperative ITS applications, definition of syntax and semantics of data objects.
The overall C-ITS security framework: security architecture, security management, certificates, trust and privacy management, misbehaviour detection.

Radio-related access layer issues such as resource management, interference with road toll stations, profiles and congestion control.
Pre-standardisation and feasibility studies on future access technologies and new services & applications.
Development of test specifications for conformance, notably on facilities services, protocols and ITS security.
TC ITS develops standards related to the overall communication architecture, management (including Decentralised Congestion Control), the security framework as well as the related access layer agnostic protocols: Network Layer, Transport Layer (e.g. with the definition of the GeoNetworking protocol), Facility Layer, (e.g. with the definition of facility services such as Cooperative Awareness, Decentralised Environmental Notification, Cooperative Perception, and Manoeuvre Coordination used by ITS applications).
Other addressed topics include specifications to protect vulnerable road users such as cyclists and motorcycle riders and radio resource management. The committee also develops conformance test specifications which are crucial for the commercial deployment of the technology. TC ITS is also involved in related spectrum requirements.
