Embedding usability and user experience across the digital networked economy; setting standards for accessibility of ICT products and services in support of EU regulations and international best practices.

ETSI’s Technical Committee on Human Factors (TC HF) ensures that accessibility, usability, and inclusiveness are embedded in ICT standards. It brings human-centred design into the development of products and services across the digital networked economy. The committee supports EU accessibility legislation, and promotes “Design for All” to address the needs of diverse users.

Key areas of work

Accessibility standards development

TC HF develops and maintains key standards to ensure ICT products and services are accessible. This work supports EU legislation including the European Accessibility Act.

Guidance and best practices

The committee produces guidelines and reports, helping industry apply accessibility requirements across technologies.

Design for all initiative

TC HF leads ETSI’s initiative focusing on inclusive design for children, seniors, and persons with disabilities.

Support for public procurement

The committee supports accessible procurement of ICT products and services in the EU.

  • What we do

    TC HF collaborates with ETSI groups, European Standardisation Organisations and external partners to ensure human-centred principles are adopted across ICT. Its work spans accessibility standards, youth and age verification studies, digital TV accessibility, relay and total conversation services, and guidance for inclusive ICT design.
