Working with European institutions and stakeholders, ETSI provides technical expertise to translate policy objectives into standards that support market access and compliance.
ETSI plays a key role in supporting European Union legislation through the development of harmonised standards and other European standardisation deliverables.

ETSI also co-operate with other stakeholders, industry associations, and Annex III Organisations under Regulation (EU) No 1025/2012 on European standardisation
ETSI is recognised as one of the three official European Standards Organisations (ESOs) under Regulation 1025/2012 on European standardisation.
In response to standardisation requests issued by the European Commission and the EFTA, ETSI develops harmonised standards that provide a presumption of conformity with the essential requirements laid down in Union harmonisation legislation.
To improve the transparency and efficiency of examining, adopting, and managing standardisation requests (SReqs) received from the European Commission, ETSI established the Group on Standardisation Requests (GoSR) at the end of 2025.
The GoSR acts as a central coordination forum where relevant interested parties are informed, consulted, and supported throughout all phases of the European standardisation development process. Responsibility for developing technical deliverables remains with the competent ETSI Technical Groups.

To strengthen its policy impact, ETSI develops positions on legislative files and policy priorities in relation to standardisation and new and emerging digital technologies.
