Homage to Michel Mouly, one of the founders of GSM

ETSI is deeply saddened to learn of the passing of Michel Mouly. His funeral was held in Paris on 30 April 2026.

A pillar of the GSM community and the standards work, Michel was involved in GSM from its very beginning. Together with his wife, Marie-Bernadette Pautet, he co-authored The GSM System for Mobile Communications (December 1991), widely known among telecom engineers as the “Mouly-Pautet” or the “GSM bible”. The book remains influential – decades beyond its original technology focus.

As the Chair of SMG 3, the ETSI group responsible for GSM architecture and radio protocols, Michel played a fundamental role in building the standard that would become the global telecommunications success story we know today. GSM laid the foundations for ETSI in 1988 and led to the creation of 3GPP ten years later. Michel was also a key contributor in mobile, core network, signalling and, once again, played an important role in the next generation of mobile communications, 3G-UMTS. He attended the first 3GPP Plenary meeting, held at ETSI in Sophia Antipolis in December 1998.

Deeply dedicated to mobile communications, Michel and Marie-Bernadette also developed educational programmes and provided high-level consulting on the technical aspects of the GSM system.

Michel graduated from the prestigious École Polytechnique and the renowned graduate engineering school Télécom Paris Tech.
