ETSI’s Centre for Testing and Interoperability organised the NG112 Plugtests™ 2026 event, in cooperation with the European Emergency Number Association (EENA) and the Sintesio Foundation, with the support of ETSI’s Technical Committee for Emergency Telecommunications (TC EMTEL). Co-funded by the European Union (EU) and the European Free Trade Association (EFTA), this interoperability testing event was held from 26 to 29 May 2026 at Telekom Slovenije in Ljubljana, Slovenia.
The concept of “Next Generation 112” (NG112) has been identified as a potential answer to the increasing requirements of content-rich emergency calling. The interoperability of NG112 with NG eCall products and services has not previously been tested in Europe, creating an ideal opportunity.
This Plugtests event featured a testing campaign based on use cases developed by ETSI and EENA, providing a unique opportunity for vendors of emergency communication equipment to test their products against different implementations and scenarios.
The benefits of participation for a vendor included a chance to test early implementations in a neutral environment, to validate their understanding of next generation emergency calling requirements, and to communicate and promote the technology.
This was an event not to be missed for anyone wishing to ensure their products and implementations meet next-generation emergency calling requirements.
The goal of the NG112 Plugtests 2026 event was to validate the interoperability and conformity of a variety of solutions on the market using different scenarios and test cases. The tests were based on the Next Generation 112 Long Term Definition document (NG112 LTD), 3GPP, ETSI, and IETF standards and described in the ETSI NG112 interoperability test specification (ETSI TS 103 480 V1.1.1).
Next Generation Core Services (NGCS) vendors, forest guide developers, user agents, mobile app providers, and call handling vendors were welcome. In addition, government bodies, policy makers or local authorities were invited to attend as observers.
The purpose and scope of the NG112 Plugtests 2026 was to trial independently and jointly all the following tasks of the NG112 communication chain based on NG112 networks:
Please note that the NG112 Plugtests was followed by the NG eCall Plugtests event, scheduled to take place from 1 to 5 June at the same venue, Telekom Slovenije in Ljubljana, Slovenia. Participants wishing to also attend this event were invited to register here.
All participants were expected to register individually. Each first person from an organisation to register for the event was de facto the official contact for technical and logistics matters.
The registration deadline was extended from 10 April to 4 May 2026.
After that date, in order to add team members, companies registered for the event were kindly asked to contact [email protected].
The event was free of charge and open to ETSI members and non-members.
Please note that at least one representative from each company was required to be on site, and due to space limitations (100 persons in total), a maximum of two participants per equipment could attend in person.
By registering for the NG112 Plugtests 2026 event, participating organisations were asked to sign the Rules of Engagement (RoE) and Non-Disclosure Agreement (NDA), which they received upon registration for signature. These RoE and NDA covered this Plugtests event.
The Non-Disclosure Agreement sets out the terms of a fair and non-discriminatory participation, i.e. vendors were free to publish their attendance to the event, and interoperability results were to be treated as confidential information.
Once the RoE and NDA were signed by the organisation’s official contact, participants were invited to the preparation conference calls, received their access credentials for the NG112 Plugtests 2026 wiki and were subscribed to the mailing list dedicated to the Plugtests event.
Participants were not allowed to participate in the event if the RoE and NDA had not been signed by a representative of their company.
The deadline to sign the RoE and NDA was extended from 17 April to 8 May 2026.

The information call for the NG112 Plugtests 2026 (26–29 May 2026) and the NG eCall Plugtests 2026 (1–5 June 2026) was held on Thursday, 5 March 2026, from 15:00 to 16:00 CET.
During this session, information on how the testing would be conducted for both events was presented, along with practical details to support preparation. The team was also available to answer questions.
