ETSI’s Centre for Testing and Interoperability is organising, in cooperation with the European Emergency Number Association (EENA), the Sintesio Foundation, and with the support of the ETSI’s Technical Committee for Mobile Standards Group (MSG) the NG eCall Plugtests™ 2026 event.
Co-funded by the European Union (EU) and the European Free Trade Association (EFTA), this interoperability testing event will be held from 1 to 5 June 2026 at Telekom Slovenije in Ljubljana, Slovenia.

Recent amendments to Delegated Regulations (EU) No 305/2013 and (EU) 2015/758 require deployment of NG eCall equipment from 1 January 2026. This event will allow verification of the interoperability between the different components that constitute the European Next Generation Emergency Communication architecture.

The NG eCall testing event aims at increasing the level of interoperability between IVS (In-Vehicle System) and PSAP (Public Service Answering Point) to provide the NG eCall service via a packet switched wireless communications network using IMS (Internet Protocol Multimedia System) and 4G wireless access.

Testing will focus on interoperability of the Next Generation eCall over 4G Long Term Evolution (LTE) between the In-Vehicle Systems (IVS) and Public Safety Answering Points (PSAP), supporting the Next Generation eCall.

Testing will be based on the ETSI TS 103 683 (NG eCall: HLAP Interoperability Testing). NG eCall conformance tests, based on EN 17240:2024, as well as other testing activities can be provided by participating companies to complement the interoperability tests.

The event will allow to run interoperability testing for advanced emergency services scenarios, giving the priority to provide ‘real’ infrastructure from European mobile network operators, especially an actual 4G network instead of a simulated one. It will help enrich the testing by bringing real use case scenario and move on to the next steps for vendors to deploy the next generation of a European Emergency Services network. This is why Telekom Slovenije will host the event and provide a real mobile network infrastructure for the testing.

In Vehicle System (IVS) and Public Safety Answering Points (PSAP) vendors are invited to join the event. The NG eCall Plugtests 2026 event offers the opportunity for vendors to run interoperability test sessions using predefined test descriptions.

 

Please note that the NG112 Plugtests 2026 event will be held from 26 to 29 May, the week before the NG eCall Plugtests 2026 event at the same venue, Telekom Slovenije in Ljubljana, Slovenia. Participants wishing to also attend this event are invited to register here.

First steps

REGISTRATION

All participants are expected to register individually to this event. The first person from an organisation to register for the event will be de facto the official contact for technical and administrative matters.

The registration deadline has been extended from 10 April to 4 May 2026.

After that date, in order to add team members, companies registered for the event are kindly asked to contact [email protected].

The event is free of charge and open to ETSI members and non-members.

RoE and NDA

By registering for the NG eCall Plugtests 2026 event, participating organisations will be asked to sign the Rules of Engagement (RoE) and Non-Disclosure Agreement (NDA), which they will receive upon registration for signature. These RoE and NDA will cover this Plugtests event.

The Non-Disclosure Agreement sets out the terms of a fair and non-discriminatory participation, i.e. vendors are free to publish their attendance to the event, and interoperability results shall be treated as confidential information.

Once the RoE and NDA have been signed by the organisation’s official contact, participants will be invited to the preparation conference calls receive their access credentials for the NG eCall Plugtests 2026 wiki and will be subscribed to the mailing list dedicated to the Plugtests event.

Participants will not be allowed to participate in the event if the RoE and NDA have not been signed by a representative of their company.

The deadline to sign the RoE and NDA has been extended from 17 April to 8 May 2026.

Rules for vendor and observer participation:

  • All vendors must actively participate in the testing. “Observing” vendors are not allowed.
  • Observers are allowed if they belong to Government organisations, operators, users, agencies or regulators.
  • Vendors and observers must sign the RoE and NDA.
