ETSI, with the support of the Critical Communications Association (TCCA), is organising the first MCX Off-Network Plugtests™. Co-funded by the European Union (EU) and European Free Trade Association (EFTA), this Plugtests event will take place in the ETSI premises in Sophia Antipolis, France.
Mission Critical Services, including “Mission Critical Push-To-Talk” (MCPTT), “Mission Critical Data” (MCData) and “Mission Critical Video” (MCVideo), were introduced in 3GPP Release 13 and include capabilities supporting off-network and direct communication scenarios.
The goal of this MCX Plugtests event is to validate the applicability, completeness, and interoperability aspects of relevant 3GPP Mission Critical (MCX) specifications in off-network conditions through a comprehensive set of test scenarios.
The event will provide vendors, operators, infrastructure providers and public safety stakeholders with a collaborative and neutral test environment to evaluate how implementations perform in direct communication scenarios without network coverage, and will assess interoperability in multi-vendor configurations.
Ensuring interoperability in off-network conditions is essential for Mission Critical services, particularly in coverage-limited, isolated or emergency situations, where communication must be maintained even in the absence of network infrastructure.
The event will foster collaboration across the MCX ecosystem to improve the maturity of off-network capabilities, promote a shared understanding of implementation approaches and support the development of interoperable and standards-compliant solutions.
A specific focus will be placed on Off-network communication scenarios using direct device-to-device interactions. The tests are based on 3GPP, ETSI and IETF standards and are designed for:
New vendors and observers must sign the Rules of Engagement and NDA of the MCX Plugtests programme to participate.
Observers are welcome to help define the scope (i.e. functionality to be tested) for this event and to evaluate the tests statistics in the TRT (Test Reporting Tool).
In parallel with the testing, we are planning to organise a round table programme that will focus on discussing the deployment challenges of the Mission Critical Off-Network. The round table programme will be held onsite during the event.
REGISTRATION
The deadline for organisations to register is 24 July 2026. Registered organisations who wish to add team members after that date can do it by contacting [email protected].
All participants are expected to register to this event even if they participated in previous events part of the MCX PlugtestsTM programme. All participants must register individually. Each first person from an organisation to register for the event is de facto the official contact for technical and logistics matters. After registration, all participants joining this Plugtests will be invited to the preparation conference calls and be subscribed to the Plugtests mailing list dedicated to the MCX Plugtests event. Participants who joined the MCX Plugtests programme during one of the past MCX/FRMCS Plugtests events will by default remain on the dedicated mailing list and will receive invitations to the conference calls on this mailing list. The event is free of charge.
RoE and NDA
By registering for the 1st MCX Off-Network Plugtests event, new participating organisations will join the MCX Plugtests programme and will be asked to sign the Rules of Engagement (RoE) and Non-Disclosure Agreement (NDA) which they will receive upon registration. These RoE and NDA will cover the series of remote and face-to-face Plugtests events which will be held as part of the MCX Plugtests programme.
Companies which previously signed the RoE and NDA of the MCX Plugtests programme when registering to one of the past MCX/FRMCS Plugtests events, will not need to sign the RoE and NDA again: only new organisations joining the programme will receive the RoE and NDA for signature. Upon signature of the RoE and NDA sent to the official contact, the new participants will receive their credentials for the event’s wiki. Participants will not be allowed to participate in the event if the NDA of the programme has not been signed by a representative of their company.
The deadline to return the signed NDAs to ETSI is 31 July 2026.
