ETSI is organizing the third ITS Security Plugtests™ event which will take place from 17 to 21 July 2023. This event will be hosted by ETSI at Sophia Antipolis, France.
This edition of the Plugtests event will focus on testing ITS Security features in order to support the industry in their C-ITS deployment and to ensure the interoperability between the ITS Security Release 2 and Release 1 implementations.
The format of the event will be lab tests conducted in the premises of ETSI.
Interoperability Testing
The Plugtests event is focused on the ITS Security Release 2 with the fallback to the Release 1 communications, based on:
- ETSI TS 103 097 v2.1.1 - ITS Security header and certificate formats (with the fallback to v1.4.1)
- ETSI TS 102 941 v2.2.1 – ITS Trust and Privacy Management (with the fallback to v1.4.1)
- ETSI TS 103 759 v2.1.1 – ITS Misbehaviour Reporting service
- ETSI TS 103 601 v1.1.1 – ITS Security management messages communication requirements and distribution protocols
The testing program is based on the ETSI TS 103 600 “Interoperability test specifications for ITS security”, adapted for ITS Security Release 2 specifications.
Conformance Testing
ETSI CTI (Centre for Testing and Interoperability) will provide a test system to test the conformance of secured ITS-S and PKI implementations.

Registration
All participants must register individually for the event in order to receive their credentials and be subscribed to the mailing list dedicated to this event. Companies registered are expected to have at least one person present on site during the event.
By registering for this event, organizations join the ITS PLUGTESTS Programme. This Programme provides a continuous and ubiquitous environment for collaborative testing and validation activities among different organizations. Remote activities are complemented by periodic PLUGTESTS events allowing the Programme community to meet and run face to face intensive testing sessions.
The registration deadline is 26 June 2023.
Each first person in a company to register to this event is de facto the official contact from this company for administrative matters. Each participant is invited to register individually.
The event is free of charge and attendees will be responsible for all other associated costs (travel, meals, etc.).
NDA
All participating companies, observers included, must sign the Non-Disclosure Agreement (NDA) that the official contact will receive upon registration. Companies will not be allowed to participate to the event if the NDA and Rules of Engagement (RoE) have not been signed. The deadline to return the signed NDAs and RoEs to ETSI is 30 June 2023.
Credentials to access the Wiki will be sent to the registered participants upon signature of the NDA and RoE by the authorized representative of their company.
The organizations already members of the ITS PLUGTESTS Programme will not be asked to sign the RoE and NDA again.
