ETSI, in cooperation with the European Emergency Number Association (EENA) and NENA: The 9-1-1 Association, is organizing the fourth NG112 Emergency Communications Plugtests™ event to be held remotely with the support of ETSI SC EMTEL. This event will take place from 22 February to 5 March 2021.

The concept of "Next Generation 112" (NG112) has been identified as a potential answer to the increasing requirements and demands of content-rich emergency calling.

This fourth NG112 Emergency Communications Plugtests event will consist of a joint international testing in conjunction with NENA’s Next Generation 9-1-1 Industry Collaboration Event (ICE 9).

The testing campaign will be based on the use cases developed by ETSI, EENA and NENA and is a unique chance for vendors of emergency communication equipment to test their product against different implementations and scenarios.

This event is open to NGCS vendors, Forest Guide developers, user agent, mobile app providers, and call handling vendors. Furthermore, any Government Body, Policy Maker or Local Authority is invited to attend as an Observer.

The format of the event will be lab tests routing across international borders.

All companies willing to participate in the joint intercontinental testing, ICE 9 participants and NG112 Plugtests participants included, are invited to register for both the fourth NG112 Emergency Communications Plugtests event (on this page) and ICE 9 event. An Observers Programme will be organized so that countries may share their experience with NG112/NG911. Speakers are welcome!

The scope of the event includes:

  • Components of the 112 communication chain such as:
    • location & location based call routing
    • audio, video, real-time text
    • policy based routing
    • ETSI TS 103 479 core services
  • Conformance Testing:
    • ETSI will provide a test system to test the conformance of NG112 implementations


All participants are expected to register individually. Each first person from an organization to register for the event will be de facto the official contact for technical and logistics matters. 

After registration, participants will be invited to the preparation conference calls and be subscribed to the Plugtests mailing list dedicated to the 4th NG112 Emergency Communication Plugtests event. 

The benefits for a vendor in participating in this transatlantic event include a chance to test early implementations in a neutral environment, to validate their understanding of next generation emergency calling requirements as well as a to communicate about and promote the technology.

RoE and NDA

When registering to the 4th NG112 Emergency Communications Plugtests event, organisations will be asked to sign the Rules of Engagement (RoE) and Non-Disclosure Agreement (NDA). The NDA sets out the terms of a fair and non-discriminatory participation, i.e. vendors are free to publish their attendance to the event and interoperability results shall be treated as confidential information. 

Upon signature of the RoE and NDA sent to the official contact, participants will receive their credentials to access the dedicated WIKI.  

Participants will not be allowed to participate in the event if the RoE and NDA of the event have not been signed by a representative of their organization. The deadline to return the signed RoE and NDAs to ETSI is 10 January 2021
