ETSI's members actively participate in the work of the Institute: they determine ETSI's work programme, allocate resources and approve the output. As a result, ETSI's activities are closely aligned with market needs and there is wide global acceptance of its standards.

To enable our members to show their engagement and pride in ETSI, we have created a dedicated ‘ETSI member’ logo for use exclusively by our members. This ‘ETSI member’ logo is derived from the official ETSI logo and allows ETSI members to easily and clearly declare that their organization is an integral part of ETSI: an ETSI member.

Open approach to standards making

Openness is part of ETSI culture and is visible across the full range of our activities.

Any company or organization, from any part of the world, with a legitimate interest in our work, can become a member of ETSI and participate in the work of all our technical groups.

We believe one of the best ways to encourage market growth and innovation is to allow open access to standards. So, once approved, our standards and reports are made publicly available, free of charge, from our website.

By making our standards accessible to all, we support research and development, and we enable markets to grow and industry to compete.

Starting New Activities

Our complete standards-making process – from conception right through to approved standard – is well-defined and based on consensus and transparency.

Suggestions for new standardization activities can come from various sources. For example:

Our members may make a direct request to bring an activity into ETSI. Such a proposal needs the agreement of four or more ETSI members. The European Commission (EC) or the European Free Trade Association (EFTA) may propose activities Contacts with external groups, such as research projects, may trigger new work for us Our staff may identify new opportunities and initiatives

Our members themselves decide what work we will do. The entire membership is given the opportunity to endorse a proposal, or to object to it if they so wish.

Early standardization and R&D

The introduction of standardization as early as possible in the development of a new technology provides a solid foundation for its future exploitation. It is enormously beneficial for R&D projects to begin early standardization or even pre-standardization activities in a recognized, global standards environment. We therefore participate in collaborative research projects and monitor R&D to identify relevant areas for possible standardization.

Our standards are not merely technical documents. A choice of technology can have a wide-ranging impact:

Technologies can have little, or significant environmental impact Technologies can assist, or impede users with specific abilities Technologies can meet, or ignore society’s needs

It is important that our work takes account of market and societal needs at the same time, and that societal stakeholders are represented alongside the technical experts from our members.

Four organizations are recognized by the European Commission to represent the interests of societal stakeholders and SMEs in European Standardization. These are:

ANEC, representing consumers ECOS, representing environmental interests ETUC, representing social interests SBS, representing SMEs

Their role is outlined in the European Union’s Regulation on European Standardization, 1025/2012.

ETSI has developed the 3SI Programme to ensure their opinions are better heard.

In addition, each of these organizations is an ETSI member and participates directly, with the same rights as any other member.

The contribution societal stakeholders bring

ANEC, ECOS and ETUC bring a wealth of technical expertise to the standards development process. Through their participation, the standards development process benefits from perspectives that are otherwise often missing.

Not only do ANEC, ECOS and ETUC enhance the quality of standards, they also contribute to building confidence in the standardization system. This has long been recognized by policy makers and cemented with the adoption of Regulation (EU) 1025/2012 on European Standardization.

ANEC

ANEC is the European consumer voice in standardisation, defending consumer interests in the processes of technical standardisation and conformity assessment, as well as related legislation and public policies. ANEC was established in 1995 as an international non-profit association under Belgian law and is open to the representation of national consumer organisations in 34 countries. ANEC is funded by the European Union and EFTA, with national consumer organisations contributing in kind. Its Secretariat is based in Brussels.

ECOS

Established in 2001, ECOS is the only organization worldwide that defends the environmental interests in the standards development process at European and international level. Its mission is to influence the development of ambitious strategies to reduce and control sources of environmental pollution, and to promote resource and energy efficiency, environmental health and sustainable development. ECOS is involved in over 60 technical committees across Europe and beyond and participates, mainly through experts, in the standards development work.

ETUC

ETUC, the European Trade Union Confederation, is the voice of European workers in standardization. With 45 million members from 90 trade union organizations in 38 European countries, plus 10 European Trade Union Federations, ETUC promotes high quality working conditions for workers in the standardization process.

ETUC launched the ETUC STAND project to strengthen the worker's voice in standardisation to ensure standards promote high-quality working conditions. They aim to ensure that the EU is not just a single market for goods and services, but also a Social Europe, where improving the wellbeing of workers and their families is an equally important priority. We defend fundamental social values such as solidarity, equality, democracy, social justice and cohesion.

ETUC works on a range of areas of relevance for workers. These include industrial advancement and services standards (e.g. maintenance & facility management, horizontal services, healthcare). Their work on standards is co-financed by the European Commission and EFTA Member States.

SBS

Small Business Standards (SBS) is a European non-profit association (aisbl) co-financed by the European Commission and EFTA Member States. Its goal is to represent and defend small and medium-sized enterprises’ (SMEs) interests in the standardization process at European and international levels. Moreover, it aims at raising the awareness of SMEs about the benefits of standards and at encouraging them to get involved in the standardization process.

SBS was established to meet the European Union’s aspiration to make the standardization system as inclusive, transparent and open as possible in line with Regulation 1025/2012 on the European Standardization System.

Users

We know that the ultimate success of our standards depends on meeting the needs of users – both the users of our standards, and the end-users of the products and services based on them.

We recognize a range of different types of user:

consumers business users users with special needs service providers telecommunications operators as users of systems and services government departments

We are keen to involve users in our work and we have a category of membership specifically for user organizations. They have the same rights to participate in our standardization activities and the same level of access as any other company or organization within the ICT related industry.

We also seek to safeguard the interests of users at the highest levels in ETSI. So, when appointing one of the Vice-Chairs of our General Assembly, we give preference to a candidate representing user members (unless the Chair is drawn from this category). We also reserve one seat on the ETSI Board specifically for a user representative.

The User Group

We have established a ‘User Group’ to represent the interests of users of information and communications technology products and services. The User Group ensures other ETSI committees are aware of users’ views and needs. In this way our standards, and their relevancy, are improved. The User Group is also available for consultation by our committee chairs as needed.

To keep up to date with the latest issues, from time to time, the User Group conducts surveys within the user population at large or organizes workshops on current issues to gain feedback from users. The User Group co-operates with many user organizations in Europe.

Class of Contribution

The Class of Contribution for ETSI Membership is calculated depending on the type of membership:

Full members and Associate members in general Additional memberships within a group (Corporate Group or Public Group) Associations, Users not-for-profit Associations (end consumers), National Standards Organizations (NSOs), Universities, Public Research Bodies, Small and Medium-sized Enterprises (SME), Micro-Enterprises Public organizations (Administrations, Other Governmental Bodies) Observer members Full/Associate members

We have the following 2 types of membership, depending on geographical location:

Full membership for organizations established in a country within the CEPT Associate membership for organizations established in a country outside the CEPT

Full members' and Associate members' contributions are determined by class. The class is derived from the member company's annual ECRT band (ICT and Electronics Communications Related Turnover). Each class corresponds to an annual membership contribution and a number of voting weights.

Additional Members

Any Full or Associate member part of a Corporate Group can apply as an Additional Member under the Corporate Group contributing an Administrative Fee with no additional voting weight in ETSI (but with 1 vote in 3GPP and oneM2M if member of those Partnership Projects).

Any Full or Associate member in the category "Other Governmental Bodies" (OGB) can apply as an Additional Member under the Public Group of the country (if designated by the Administration of the country as Additional Member) contributing an Administrative Fee with no additional voting weight in ETSI (but with 1 vote in 3GPP and oneM2M if member of those Partnership Projects).

Note: A Full or Associate member in the category OGB not being part of a Public Group of the country can apply as an OGB Individual Member in class 1.

* To qualify as an SME, you have to be an autonomous enterprise i.e. outsiders do not have a stake of 25 % or more of the capital or voting rights in your enterprise and/or you have a holding of less than 25 % of the capital or voting rights (whichever is the higher) in one or more other enterprises.

Any ETSI member can participate in oneM2M for no additional fee.

An ETSI member with a Class of Contribution of 1 or 2 that applies for 3GPPTM membership via ETSI pays a contribution of €3 550.
Where Public and Corporate Groups hold multiple 3GPP memberships, they shall make an overall contribution that exceeds 20k€ multiplied by the number of 3GPP members to be exempted from paying the 3GPP minimum contribution for each of their 3GPP individual Members.

In addition to the ETSI membership contribution, all ETSI members that are members of 3GPP will be requested to indicate their expected face-to-face (F2F) meeting attendance during the year in order to contribute to the funding of 3GPP F2F meetings.

Each delegate participating in a 3GPP TSG or Working Group F2F meeting counts as 1 attendance.
E.g. if a delegate participates in two Working Group F2F meetings (e.g., SA1, SA2) in May and attends one TSG F2F meeting in June, it counts as 3 attendances.

Administrations

The Class of Contribution for the Member category Administration is determined by the latest available figure of the country's Gross Domestic Product (GDP). Please indicate your country's annual GDP in billions of € (from the World Bank or figures from the last full calendar year).

Note that the vote of a national delegation may be cast only if an ETSI Full member in the category Administration contributes to the ETSI budget according to the GDP.

Applicant members awaiting approval of their membership may participate actively in ETSI's work. They may participate in the Technical Organization and Industry Specification Groups before the application for membership is formally approved. Voting rights are acquired following Approval. Duration of membership

Membership of ETSI is valid for a calendar year and will be tacitly renewed each year. You have to notify ETSI before the 30 September if you wish to resign from membership at the end of the current year.

By signing the application forms, your organization agrees to comply with the ETSI Directives and decisions taken by the General Assembly.

How can I submit the application form? Does ETSI need the original documents?

The application must be submitted online. If you don’t have an ETSI Online account, you will need to request one via the same link to proceed with your application.

Who should sign the application forms?

The person authorized to sign such legal documents on behalf of an organization. The Membership Agreement with annexed application form is sent for signature to the person you have indicated as "Legal contact".

The person authorized to sign such legal documents on behalf of an organization.The signature on the application engages a member to comply with the ETSI Directives and the decisions of the General Assembly and to pay the yearly contribution. Therefore, the person who signs should be authorized within the organization to ensure that this engagement is respected. e.g. the head of division or head of section depending on how authority is delegated within your organization.

What is the membership approval process?

Membership of ETSI is approved by obtaining consensus among the ETSI Full and Associate members via an online poll organized four times per year, subject to the payment of the member contribution or observer fee prior to the poll submission and calculated on a pro-rata basis - depending on when the application is registered by the ETSI Secretariat (see our contributions page). 

Can you explain the various membership categories?

The different membership categories of ETSI are described in the ETSI Rules of Procedure, Annex 1, contained in the ETSI Directives.

Administrations: For the purposes of the present Rules of Procedure “Administration” refers to the specific department, agency or other organization empowered by a public authority or a government to act on its behalf, and financially contributing to the ETSI budget according to the latest available figure of the GDP of their country as specified in Annex 2 of the RoP. This financially contributing organization is usually the department leading on electronic communications and digital technical standards for the government.

Other Governmental Bodies: Central government departments, local government departments, public institutions, public authorities (agencies, corporations etc.) that function separately from the department that pays the Administrations membership.

National Standards Organizations: Organizations whose function is to carry out at national level the activities related to Standstill, Public Enquiry, establishment of the national position for the vote on draft European Standards as well as the transposition and withdrawal of national standards. These organizations are recognized by their governments as being authorized to make those standards available to the public at the national level.

Consultancy Companies/Partnerships: Legally established entities that provide professional expertise in relation to electronics communications and related areas.

An association or organization of such Consultancy Companies/Partnerships also falls within this category.

Manufacturers: Companies developing and/or producing and/or installing and/or maintaining products to be used in, or directly or indirectly connected to, an electronics communications network.

An association or organization of such Manufacturers also falls within this category.

Network Operators: Operators of an electronics communications network or part thereof.

An association or organization of such Network Operators also falls within this category.

Research Bodies: Establishment performing research related to electronics communications and related areas. A Public Research Body is a not-for-profit research organization whose majority ownership is within the public sector.

Service Providers: Companies providing service(s) on a commercial basis to third parties.

An association or organization of such Service Providers also falls within this category.

Universities: Institutions for higher education or postgraduate training having the legal power to award first and/or higher degrees.

An association or organization of Universities also falls within this category.

Users: Organizations making use of services in the field of electronics communications and related areas, whose main interest in electronics communications standards is in that capacity.

An association or organization of such Users also falls within this category.

Is the member financial contribution based on our participation in specific work areas?

The financial contribution of an ETSI member is not based on your participation in specific technical work, when you become a member you have access to all ETSI technical resources and work. Only the participation in 3GPP is subject to an extra fee for members in class of contribution 1 or 2.

How are the ETSI member financial contributions calculated?

Members’ contributions are calculated by class. Each class corresponds to an annual contribution/fee payable and a related voting weight.

Associations, Users not-for-profit Associations (end consumers), National Standards Organizations (NSOs), Universities, Public Research Bodies, Small and Medium-sized Enterprises (SME) and Micro-Enterprises correspond to class of contribution 1 with a flat fee.

Otherwise, the class is derived from the member company's annual ECRT or GDP for Administrations.
The contribution is based on your organization's annual Electronic Communications Related Turnover (ECRT) (or the Gross Domestic Product (GDP) of the country for administrations responsible for electronics communications and related areas of their country).

What is ECRT?

ECRT is your Electronic Communications Related Turnover. A member organization's ECRT is defined as the worldwide turnover generated by all the member's products and services related to Article 2 'Purpose' and Article 3 'Scope of activities' of the ETSI Statutes. ECRT is your Electronic Communications Related Turnover. The ECRT for an organization must be updated on a yearly basis.

How do I calculate my organization's ECRT?

When considering what ECRT to declare, members should take into consideration the entire turnover related to electronic communications related products, components and services, regardless of technology or standard used (e.g. WiFi and Bluetooth technologies are included). It includes sales of communications equipment, and sales of communications-related services or systems (network management, communications intelligence). Or alternatively sales to communication service providers. Gross turnover or revenue, and not net income, should be considered. When considering what ECRT to declare, members should take into consideration the entire turnover related to electronic communications related products, components and services, regardless of technology or standard used (e.g. WiFi and Bluetooth technologies are included). It includes sales of communications equipment, and sales of communications-related services or systems (network management, communications intelligence). The Rules of Procedure, Annex 2, clause 6f) state that where a Member company is part of a corporate group, the ECRT is based upon the worldwide turnover generated by the entire corporate group's products and services related to electronic communications, not simply that of the Member company.

Where more than one company from a corporate group is an ETSI Member, the sum of ECRTs declared by these companies shall be equal to or greater than the ECRT calculated on the basis of the entire corporate group.

In accordance with Article 10.3 of the Rules of Procedure, and to ensure a correct application of the appropriate contribution scheme, each Full or Associate member shall declare or confirm to the Director-General, at least once a year, its current legal and financial situation. Any change to this situation shall be declared to the Director-General without delay.

The amount due for a given year is based on your organization's status as on the 30th September of the prior year.

The Secretariat will remind you during the summer months to declare your ECRT or GDP before the 30th September.

When is the invoice due if I am an applicant for ETSI membership?

Applicants for membership are requested to make their payment on receipt of a pro-forma invoice. What is an Additional Membership?

A member organization from a corporate or public group may decide to apply for an additional membership related to the same group. An additional member contributes an administrative fee (€6 300) considering that the “primary” member of the group already pays the member contribution based on the corporate group’s declared ECRT or GDP. There is no limit to the number of additional memberships within a corporate group or for an administration.

An additional member has 0 voting weights, but it may carry the voting weight associated to the Corporate or Public Group.

Do I have to pay VAT?

Fees and member contributions are excluding tax. Whether you need to pay VAT depends on your organization's VAT registration status and location. Here's how it works:

Questions about general procedure

Can people from outside my organization be designated to attend meetings on my organization’s behalf?

Yes. People will need to register their attendance under your organization’s name subject to the approval of the member organization’s official contact.

Special provisions are applicable for Associations that shall be represented in ETSI by their employees and elected officials. In addition, a maximum of one nominated technical expert, per meeting, shall be allowed to attend and participate in meetings and shall come from a Member of the said Association, unless explicitly authorized by the Director-General on a case-by-case basis.

This expert shall be officially nominated in writing by the said Association before the meeting begins. All employees, elected officials and/or nominated technical expert of an Association attending ETSI meetings shall only represent that Association’s views.

Can the official contact have a different postal address from the organization?

Yes, this should be provided to the Membership team.

Do I have to attend the General Assembly?

No, your attendance at the General Assembly meeting is not mandatory but you may benefit from attending as it gives you the opportunity to express your interests and needs, participate in the management of the Institute and network with other members.

As a new ETSI member, if I attend the General Assembly, do I need to prepare a presentation about my organization?

No. You will not be asked to make a presentation about your organization.

As an applicant, when will I be allowed to participate in the ETSI work?

As soon as your application is validated by ETSI Director-General, you may attend meetings of technical committees, ISGs, working groups etc. You can only exercise your voting rights or hold official positions when your membership is effective (after formal approval at the quarterly online poll or at the GA).

How can I join 3GPP™ via ETSI?

3GPP individual membership is subject to an extra 3GPP contribution for class 1 and class 2 members.
Where Public and Corporate Groups hold multiple 3GPP memberships, they shall make an overall contribution that exceeds 20k€ multiplied by the number of 3GPP members to be exempted from paying the 3GPP minimum contribution for each of their 3GPP individual Members.

For participation in 3GPP face-to-face meetings another fee applies, based on the selected group of attendance.

Fellowship Programme

The ETSI Fellowship programme honours and rewards those individuals who have made an outstanding personal contribution to ETSI, to build the work of ETSI, or raise its reputation in specific sectors of standardization.

Any individual representative of an ETSI member, with the exception of the members of the Awards Committee, may propose a maximum of one candidate per call for an ETSI Fellowship.

Although nominations may be made at any time, ETSI Fellowship awards are announced at the spring General Assembly each year.

To be eligible for an award, a candidate shall be nominated by at least four (4) individuals not belonging to the same ETSI member or Corporate Group or Public Group as the nominee, and not to one of the other nominators. Nominations from individuals from a varied mix of member categories would be strongly recommended.

ETSI Fellowships are awarded each year by an Award Committee composed of the ETSI General Assembly Chair and Vice-Chairs, the ETSI Board Chair and the ETSI Director-General.
