The 5th ETSI/IQC Workshop will take place in London (UK) on 13 – 15 September 2017.
It will start with a special Executive Track on 13 September and will be followed by an in depth technical track on 14-15 September 2017.

As we increasingly rely on cyber technologies, we are ever more vulnerable to cyber-attacks. The cybersecurity tools at the centre of protecting our business functions and information assets from cyber threats rely on cryptographic tools and standards that will be broken by emerging quantum technologies.

A new suite of tools resilient to quantum computers must be standardized and deployed in order to maintain reliable cyber systems and protect confidentiality.
This three-day workshop will bring together diverse players in the quantum-safe cybersecurity community to facilitate the knowledge exchange and collaboration required to transition cyber infrastructures and business practices to make them safe in an era with quantum computers.

All three workshop days are free of charge and open to those who wish to learn more about how we are all affected by the fast-evolving race to build a quantum computer.

Target Audience

Days 2 and 3, 14-15 September are designed for members of the business, government and research communities with a stake in cryptographic standardization on a global scale. This is a unique opportunity to engage with key members of the quantum-safe cryptography community, participate in practical and scientific discussions and move towards a standardized approach to quantum-safe cryptographic solutions.

A range of research and commercial presentations will focus on state-of-the-art quantum key distribution, and the selection criteria for the new encryption algorithms that will protect the world's communications. Some of the next-generation standards development work currently in progress at ETSI and other international standards organizations will be reviewed.
Our goal is to identify and give focus to further research and development on quantum-safe cryptography and its application.
The workshop will showcase both the most recent requirements from industry and government, and cutting-edge potential solutions coming out of the most recent research.

Martin AlbrechtMartin Albrecht studied Computer Science at Universität Bremen in Germany before coming to Royal Holloway to earn his PhD in Information Security under the supervision of Prof Carlos Cid. He obtained his PhD for contributions in the field of block cipher cryptanalysis. After completing his PhD he took a postdoc position at LIP6 in Paris in the POLSYS group of Prof Jean-Charles Faugère and then moved to DTU in Copenhagen to join the team of Prof Lars Knudsen. He came back to Royal Holloway for a postdoc position with Prof Kenny Paterson before becoming a lecturer in the Information Security Group. His research is focused on all aspects of cryptography from the hard mathematical problems underlying it to the cryptanalysis of deployed cryptographic protocols and implementations. His research currently focuses on quantum-safe cryptography.

azarderakhReza Azarderakhsh, Florida Atlantic University
Dr. Reza Azarderakhsh is the founder of PQSecure Technologies and assistant professor in the Department of Computer and Electrical Engineering and Computer Science, at Florida Atlantic University. He is also cross-appointed with I-SENSE as a fellow researcher. He was the recipient of an NSERC post-doc research fellow award at the Center for Applied Cryptographic Research, Department of Combinatorics and Optimization at the University of Waterloo. He received his Ph.D. in Electrical and Computer Engineering from Western University. He is also affiliated as a supervisor member of CryptoWorks21 and serving as an Associate Editor of IEEE Transactions on Circuits and Systems (TCAS-I). Dr. Azarderakhsh's research includes elliptic curve cryptography, finite field arithmetic, post-quantum cryptography, and hardware/software implementations. He is well-known for his contributions on isogeny-based post-quantum cryptography. His research has been supported by NSF, NIST, ARO, and Texas Instruments.

Luke BeesonLuke Beeson, BT UK
Luke Beeson is Vice President of Security for BTs UK and Global Banking and Financial Markets customers. He is a Chartered Engineer and member of the Institute of Engineering and Technology. Prior to joining BT Luke worked for Honeywell on Industrial Security projects in the Oil and Gas sector, predominantly in the Middle East.
Since joining BT twelve years ago he has had a number of roles all with a focus on Service Delivery and more recently Security Service Delivery.
Previously General Manager of BTs Cyber Defence Operations Luke spent two years in this role building and running a team of Security experts to counter the ever increasing cyber security threat.
Before this Luke was General Manager of BTs Metal Theft Task Force responsible for all BTs activities to minimise the impact of cable theft on its customers. As well as driving a number of internal initiatives to minimise the service impact of cable theft he also worked externally with Industry partners, Law Enforcement Agencies and Government to help increase the level of collaborative working to tackle the problem ultimately resulting in changes to legislation.
As Vice President, Security UK and Global Banking and Financial Markets Luke is now working to take BTs continually evolving security capability to market.

Simon BenjaminSimon Benjamin, University of Oxford
Simon Benjamin is the Professor of Quantum Technologies at Materials Department in the University of Oxford, and an Associate Director of the £40M Oxford-led UK National Hub on Networked Quantum Information Technologies (NQIT). He has been a Visiting Professor at the Centre for Quantum Technologies in Singapore, and is currently a visiting researcher at the Singapore University of Technology and Design. In Oxford, Professor Benjamin leads a team of ten staff and students called the Quantum and Nanotechnology Theory group ( They are applied theorists, working to design a new generation of technologies based on harnessing quantum effect to outperform conventional computers — even when the quantum devices are imperfect. Their theory applies both to 'circuit based' quantum computing (the primary thrust of most academic researchers) and to devices based on adiabatic principles such as the D-Wave chips. Professor Benjamin also serves on the editorial board of two journals, Science Advances and Proceedings of the Royal Society A.

Mike BrownMike Brown, ISARA
Mike is the Chief Technology Officer and co-founder for ISARA Corporation. He is focused on the technical vision and direction for the company. ISARA's mission is help build a world where consumers, enterprises and governments can benefit from a Quantum Computer, without being exploited by it.
Previous to ISARA, Mike was the Vice President of Security Product Management and Research at BlackBerry. At BlackBerry, Mike was responsible for the vision and execution of Product Security for all of BlackBerry's products and co-founded the Product Security practice there. Mike has spoken at many global security events such as RSA, CTIA, GTEC, Bloomberg, APECTEL and InfoSec Europe. Mike has a Master's of Mathematics from the University of Waterloo, focusing on Cryptography.


Johannes Buchmann, Member of the Programme Committee
Johannes Buchmann received a PhD from the Universität zu Köln, Germany in 1982. 1985 and 1986 he was a PostDoc at the Ohio State University on a Fellowship of the Alexander von Humboldt Foundation. From 1988 to 1996 he was a professor of Computer Sience ate the Universität des Saarlandes in Saarbrücken. Since 1996 he is a professor of Computer Science and Mathematics at Technische Universität Darmstadt. From 2001 to 2007 he was Vice President Research of TU Darmstadt. In 1993 he received the Leibniz-Prize of the German Science Foundation and in 2012 the Tsugming Tu Award of Taiwan. His is a member of the German Academy of Science and Engineering acatech and of the German Academy of  Science Leopoldina.

Matthew Campagna, Amazon Web Services, Member of the Programme Committee
Matthew Campagna is the Principal Security Engineer in Amazon Web Services Inc.'s Cryptography Group where he currently leads the cryptographic design of AWS cryptographic services such as AWS KMS, CloudHSM and AWS Certificate Manager. Matthew is an affiliate of Institute for Quantum Computing at the University of Waterloo, and a member of the ETSI Security Algorithms Group Experts (SAGE). Previously Matthew led the Certicom Research group at BlackBerry managing research in cryptography and standards participation in ANSI, ZigBee, SECG, ETSI's SAGE, and the 3GPP-SA3 working group. Prior to joining Certicom, Matthew managed the Secure Systems research group at Pitney Bowes, and worked for the U.S. Department of Defense. He holds a Ph.D. in mathematics from Wesleyan University in group theory, and a bachelor's degree in mathematics from Fordham University.

Lily ChenLily Chen, NIST
Dr. Lily (Lidong) Chen is a mathematician and the manager of Cryptographic Technology Group of Computer Security Division, National Institute of Standards and Technology. Dr. Chen received her Ph.D degree from Aarhus University, Denmark in Applied Mathematics. Her research areas include cryptographic protocols and their applications in communication security.

Christopher ChunnilallChristopher Chunnilall, National Physical Laboratory
Dr Christopher Chunnilall is a Senior Scientist at the National Physical Laboratory (NPL), the UK's National Measurement Institute. His main area of research interest is single-photon metrology. This includes the development of measurements for testing and validating technologies based on the production, manipulation, and detection of single and entangled photons, such as single-photon sources and detectors and quantum key distribution systems, as well as developing quantum-enhanced metrology.
He is a member of the European Telecommunications Standards Institute's Industry Specification Group on Quantum Key Distribution, the Discussion Forum on Few-photon Metrology of the Consultative Committee for Photometry and Radiometry, and a Partner Researcher in the UK Quantum Communications Hub.


Donna Dodson, Information Technology Laboratory, NIST - Member of the Programme Committee
Donna Dodson is also the Division Chief of the Computer Security Division (CSD) and the Acting Executive Director of the National Cybersecurity Center of Excellence (NCCoE) at the National Institute of Standards and Technology (NIST). Donna oversees the CSD cybersecurity research program to develop standards, guidelines, technology, tests and metrics for the protection of unclassified Federal information and systems. Through partnerships with industry, Dodson also ensures NIST cybersecurity contributions help secure the Nation’s sensitive information and systems. This includes establishing public-private collaborations for accelerating the widespread adoption of integrated cybersecurity tools and technologies. Dodson received one Department of Commerce Gold Medal and three NIST Bronze Medals. She was a recipient of a 2011 Federal 100 Award for her contributions to advancements in cybersecurity and included in the Top 10 Influential People in Government Information Security.

faugereJean-Charles Faugère, INRIA
Jean-Charles Faugère is currently senior Scientist at INRIA. He is the scientific leader of the POLSYS a common team between INRIA, UPMC and CNRS.
His current research interests are in Algebraic Cryptanalysis, security of analysis of quantum-resistant algorithms and polynomial system solving.
He is also involved in industrial transfer.

Roberta Faux, Envieta Systems
Roberta Faux is research scientist with expertise in cryptography, algorithm design, optimization, reverse engineering and emerging technologies. As the Director of Research for Envieta Systems, she orchestrates the development effort on next generation encryption for quantum resistant software and hardware IP. Ms. Faux is an active member of the Cloud Security Alliance Quantum-safe Security Working Group. With 12 years of signals intelligence and cryptanalytic experience for the US Department of Defense, she has experience creating sophisticated mathematical and computational techniques to provide analytic solutions for Cyber related problems, often in a high-risk high-payoff environment. She has interacted across the US Intelligence Community, Department of State, US Trade Representative, Department of Commerce, Department of Energy and in supporting the White House Interagency Policy Committee for the Cyber Task Force on Standards and Internet Governance. She regularly publishes papers, gives talks and is the recipient of numerous awards and honors. She holds Master's degree from the University of Colorado and a certificate from MIT.

Aleksey Fedorov, Russian Quantum Center
Aleksey Fedorov graduated from Bauman Moscow State Technical University (M.S., 2015) and University of Paris-Saclay (Ph.D., 2017). For excellent academic achievements, he awarded by a number of prestigious scholarships such as Russian Federation Government Scholarship (2013-2014), Russian President Scholarship (2014-2015), Bauman University Scientific Committee Scholarship (2014), Bauman University Alumni Club Scholarship (2015), and many others. His research activities were recognized by the RQC fellowship for undergraduate students (2013-2015) and the Dynasty Foundation Fellowship for undergraduate students (2014-2015). Research interests are at the interface of quantum optics, atomic and molecular physics, condensed matter physics, and quantum information science.

Scott FluhrerScott Fluhrer, Cisco
Scott Fluhrer is a cryptographer who works for the Security and Trust (STO) Organization within Cisco Systems; he is currently researching (among other things) various approaches to postquantum cryptography. His previous works include breaks on a number of cryptographical primitives, most notably RC4 as used in the Wired Encryption Protocol (WEP) system. In addition, Scott has a Masters in Computer Engineering from Case Western Reserve University, and is currently living in Massachusetts with his wife and two dogs.

Stefan-Lukas GazdagStefan-Lukas Gazdag, Genua GmbH
Stefan-Lukas Gazdag is a research engineer and firewall developer at Genua GmbH in Germany.
After starting out with monitoring and real-time evaluation of security critical systems and event management, he switched his interest field to cryptography. For the past three years, his focus has been on hash-based signatures as a good starting point for companies to safely use post-quantum cryptography. Stefan also is interested in many other fields of quantum-safe cryptography. Currently, he is working on deploying PQC in practice and overcoming the obstacles and stumbling blocks impeding this transition. He holds a Master of Science in Computer Science.

Vlad GheorghiuVlad Gheorghiu, Institute for Quantum Computing at the University of Waterloo
Dr. Vlad Gheorghiu is a postdoctoral researcher at the Institute for Quantum Computing at the University of Waterloo, Canada. Vlad also works on quantum risk assessment for evolutionQ Inc., Waterloo, Canada. Vlad holds a PhD in Theoretical Physics from Carnegie Mellon University, USA. His current research interests lie in post-quantum cryptography, quantum error correction and resource estimation for realistic implementations of quantum algorithms, entanglement theory, quantum software and quantum architectures, as well as applications of machine learning techniques to the quantum domain.

Prof. Nicolas Gisin was born in Geneva, Switzerland, in 1952. He received his Ph.D. degree in theoretical physics from the University of Geneva in 1981. After a post-doc at the University of Rochester, NY, and four years in industry, he joined the Group of Applied Physics at the University of Geneva where he has led the optics section since 1988. His activities range from the foundations of quantum physics to applications in quantum communications. In 2009 he was the first awardee of the John Steward Bell prize.

Michael Groves, NSCS
Michael Groves is a technical director for cryptographic research at NCSC, holding a number of research positions over a period of about 20 years. He is the author of three internet RFCs on identity-based cryptography (IETF RFCs 6507, 6508 and 6509) which have been standardised for public safety applications by 3GPP. Michael has held a variety of advisory roles on both cryptography and quantum topics for the UK government and the Engineering and Physical Sciences Research Council . For the past two years he has served as Vice Chair of the specialist ETSI Industry Specification Group studying quantum-safe cryptography.

Simon HicksSimon Hicks, ETSI General Assembly Chairman, Department for Digital, Culture, Media and Sport (DCMS) 
Simon Hicks leads on ICT technical standards policy for the UK government and is based in the Department for Digital, Culture, Media and Sport (DCMS). He is Chairman of the General Assembly of the European Telecommunications Standards Institute (ETSI), one of the 3 official European Standards Organisations. He is the UK representative to the European Commission Multi-Stakeholder Platform for ICT standards and is active in a range of global ICT standards and technology work, focusing on areas of concern to society such as security. He is a member of the ETSI cyber standards committee. Simon is a Chartered Engineer and began his civil service career in the UK defence ministry. . He joined the trade and industry ministry in 2002 and has been involved in ICT standards work since then. Outside of work Simon is an active member of his church and enjoys walking the family dogs.

huelsingAndreas Huelsing, TU Eindhoven
Andreas is postdoctoral researcher at TU Eindhoven working with Tanja Lange in the PQCRYPTO project. His research focuses on post-quantum cryptography – cryptography that resists quantum computer-aided attacks.  His main goal is to get post-quantum cryptography into practice. To achieve this, it is necessary to develop schemes for which reliable security estimates can be made and that meet practical performance requirements. A lot of his research is on hash-based signatures which eventually led to an IRTF Internet draft, recently. Before his current position, Andreas was a postdoctoral researcher in the cryptographic implementations group at TU Eindhoven, working with Daniel J. Bernstein. Andreas did his PhD in the cryptography and computer algebra group at TU Darmstadt under the supervision of Johannes Buchmann. Before starting the PhD, he worked as a research fellow at Fraunhofer SIT in Darmstadt, mainly carrying out applied research in PKI and smartcard projects.

Bruno Huttner is the director of Quantum Space programs at ID Quantique. He is also the co-chairman of the Quantum-Safe Security Working Group (QSS WG) organized by the Cloud Security Alliance. Bruno is an engineer (Ecole Centrale Paris) and a physicist (PhD from the Technion, Israel Institute of Technology).

Sir Peter KnightProfessor Sir Peter Knight FRS
Knight is Senior Research Investigator at Imperial College and Senior Fellow in Residence at The Royal Society's Chicheley Hall and a past President of the Institute of Physics. He retired in 2010 as Deputy Rector (esearch) at Imperial. He was knighted in 2005 for his work in optical physics. Peter Knight was the 2004 President of the Optical Society of America. He is Editor of Contemporary Physics, a member of the UK Quantum Technology Initiative Strategy Advisory Board, chairs the Quantum Metrology Institute at the National Physical Laboratory, was until 2010 chair of the Defence Scientific Advisory Council and remains a Government science advisor. His research centres on quantum optics and quantum technology. He has won the Thomas Young Medal and the Glazebrook Medal of the Institute of Physics, the Ives Medal of the OSA and the Royal Medal of the Royal Society. He is a Council Member at Sussex University.

Brian Lamachia

Brian LaMacchia, Microsoft Corporation
Brian LaMacchia is a Microsoft Corporation Distinguished Engineer and heads the Security and Cryptography team within Microsoft Research (MSR). His team's main project at present is the development of quantum-resistant public-key cryptographic algorithms and protocols. Brian is also a founding member of the Microsoft Cryptography Review Board and consults on security and cryptography architectures, protocols and implementations across the company. Before moving into MSR in 2009, Brian was the Architect for cryptography in Windows Security, Development Lead for .NET Framework Security and Program Manager for core cryptography in Windows 2000. Prior to joining Microsoft, Brian was a member of the Public Policy Research Group at AT&T Labs—Research. In addition to his responsibilities at Microsoft, Brian is an Adjunct Associate Professor in the School of Informatics and Computing at Indiana University-Bloomington and an Affiliate Faculty member of the Department of Computer Science and Engineering at the University of Washington. Brian also currently serves as Treasurer of the International Association for Cryptologic Research (IACR) and is Past President of the Board of Directors of the Seattle International Film Festival (SIFF). Brian received S.B., S.M., and Ph.D. degrees in Electrical Engineering and Computer Science from MIT in 1990, 1991, and 1996, respectively.

Norbert LuetkenhausNorbert Lütkenhaus, Institute for Quantum Computing (IQC), Waterloo
Prof. Norbert Lütkenhaus (PhD, Strathclyde, 1996) leads the Optical Quantum Communication Theory Group at the Institute for Quantum Computing (IQC), Waterloo. The research interest covers a broad range of topics at the interface of abstract quantum communication theory and practical quantum optical implementations. With his PhD work he laid the foundation of the ongoing security analysis of optical implementations of QKD, leading to the first complete security analysis of practical QKD. In 2000, he initiated the worldwide first commercial QKD project for MagiQ Technologies (New York) before returning to academia to start an independent Emmy-Noether research group in Erlangen, Germany. The research group transferred to University of Waterloo (UW)/IQC in 2006. Here he expanded the research line items of QKD, linear optics and added quantum repeater protocols and quantum communication complexity protocols to the research directions. He is PI in several international research collaborations, member of the Steering Committee of the QCrypt conference series and the Advisory Board of the UK Quantum Communication Hub. He is co-chair of the ETSI QKD ISG and also co-founder and CTO of evolutionQ Inc.

Jane MeliaJane Melia, Cloud Sercurity Alliance
Jane Melia is the co-chair of the Cloud Security Alliance's Quantum Safe Security Working Group, as well as the Vice President of Strategic Business Development at the Australian Quantum Cyber-Security company QuintessenceLabs. Prior to joining QuintessenceLabs, Jane held leadership roles in several Silicon Valley Start-ups, including solar concentrator manufacturer SolFocus, where she headed the Technical and Product Marketing team for 5 years. Jane's 20 years' experience in technology industries includes a number of roles at HP, including Senior Business Consultant in the Strategic Planning and Modelling group. Jane holds a degree in Engineering from Imperial College, London, and Ph.D. in Fluid Mechanics from Cambridge University.


Michele Mosca, Institute for Quantum Computing at the University of Waterloo - Chairman of the Programme Committee
Michele Mosca is co-founder of the Institute for Quantum Computing at the University of Waterloo, a Professor in the Department of Combinatorics & Optimization of the Faculty of Mathematics, and a founding member of Waterloo's Perimeter Institute for Theoretical Physics. He is co-founder and Director of CryptoWorks21, an NSERC-funded training program in quantum-safe cryptography. He co-founded the ETSI-IQC workshop series in Quantum-Safe Cryptography which brings together a broad range of stakeholders working toward globally standardized quantum-safe cryptography. In 2015, he co-founded evolutionQ Inc. in order to enable organizations to evolve their quantum-vulnerable systems and practices to quantum-safe ones.
He obtained his doctorate in Mathematics in 1999 from the University of Oxford on the topic of Quantum Computer Algorithms.
He is an award-winning researcher, with research focus in quantum computation and cryptographic tools that will be safe against quantum technologies.
He is globally recognized for his drive to help academia, industry and government prepare our cyber systems to be safe in an era with quantum computers.

Maire O'NeillMaire O'Neill, Queen's University Belfast
Professor Máire O'Neill has a strong international reputation for her research on novel data security algorithms and hardware architectures. She is currently Research Director of the UK Research Institute in Hardware Security, funded by EPSRC and NCSC. She also leads the H2020 SAFEcrypto project, the goal of which is to provide a new generation of practical, robust and physically secure post-quantum cryptographic solutions that ensure long-term security for future ICT systems, services and applications. She previously held an EPSRC Leadership Fellowship (2008-2014) and was a former holder of a Royal Academy of Engineering research fellowship (2003-2008). She has received numerous awards for her research work which include a 2014 Royal Academy of Engineering Silver Medal and British Female Inventor of the Year 2007. She is a member of the Royal Irish Academy and a Fellow of the Irish Academy of Engineering.

Kenny PatersonKenny Paterson, IRTF
Kenny has a PhD in Mathematics from the University of London. He worked at Hewlett-Packard Laboratories from 1996 to 2001. He then joined Royal Holloway, University of London, becoming a professor in 2004. From 2010 to 2015, he was an EPSRC Leadership Fellow working on the topic of "Cryptography: Bridging Theory and Practice". His research focusses on the analysis of deployed cryptographic systems and the development of provably secure solutions to real-world cryptographic problems. He co-founded the Real World Cryptography series of workshops to support the development of this broad area and to strengthen the links between academia and industry.
He is co-chair of the IRTF's research group on Cryptography, CFRG. This group provides expert advice to the IETF in an effort to strengthen the Internet's core security protocols. Kenny has won several awards for his research, including a Google Distinguished Paper Award at NDSS 2012, an Applied Networking Research Prize (2014), an Award for Outstanding Research in Privacy Enhancing Technologies, and a best paper award at ACM CCS 2016. Kenny was made a Fellow of the International Association for Cryptologic Research (IACR) in 2017 and currently serves as Editor-in-Chief for the Journal of Cryptology, the IACR's premier publication venue.

Mark PecenMark Pecen, CEO, Approach Infinity, Inc. - Member of the Programme Committee
MARK PECEN serves as CEO of Approach Infinity, Inc. and Chief Operating Officer of ISARA Corporation. Approach Infinity provides advisory services to several technology start-ups, private equity firms, major corporations and law firms. ISARA Corporation develops security products for next-generation networks and computing platforms. He also serves as chairman of the ETSI Technical Committee Cyber for Quantum Safe Cryptography (QSC) and is a technology advisor to the Canadian government, member of several corporate boards and an investor in multiple technology companies. Pecen retired as senior vice president of BlackBerry, Ltd. and was previously awarded the title of Motorola Distinguished Innovator and Science Advisory Board member for his role in developing technology and standards for wireless communication. He is an inventor on more than 100 fundamental patents in wireless communication, networking and computing, and is a graduate of the University of Pennsylvania, Wharton School of Business and the School of Engineering and Applied Sciences.

Montchil PeevMomtchil Peev, Huawei Technologies Duesseldorf GmbH, German Research Center, Munich
Dr. Momtchil Peev (PhD in theoretical Solid State Physics, University of Sofia 1993) leads the Quantum Communication Network Project, Quantum Communication and Computation Lab in the German Research Center of Huawei in Munich. Previously he was senior scientists and thematic coordinator for QKD at the Austrian Institute of Technology (AIT). His research and development interests cover design and development of QKD systems, QKD post-processing, Practical Security of QKD as well as the study of QKD Networks. M.Peev co-authors a number of high profile publications on QKD Networks and the security of QKD. He contributed essentially to the FP6-IP SECOQC, being among others responsible for the implementation of the first integrated, trusted-repeater QKD network (Vienna, 2008). M.Peev led the AIT effort to implement and proliferate a full scale, modular, open source post-processing software stack that is widely used in many QKD development laboratories. He is a founding member and presently vice-chair of the ETSI QKD ISG.

Cheng-Zhi PengCheng-Zhi Peng, University of Science and Technology of China
Cheng-Zhi Peng got his Ph.D. degree from the University of Science and Technology of China in 2005. He was an assistant professor of physics at Tsinghua University form 2007 to 2009. In 2009, he became a professor of the University of Science and Technology of China. His research field is the long-distance quantum key distribution (QKD) and entanglement-based quantum communication. Since 2011, he becomes the chief engineer of the science application system of the "Mucius" quantum satellite. With the world-leading progresses in quantum communication, he won the first Tan-Kah-Kee Youth Science Award, the thirteenth China Youth Science and Technology Award and the National Outstanding Young Scientist Fund. As one of the main members, he won the First-class National Natural Science Award of China in 2015.

Ludovic PerretLudovic Perret, INRIA
Ludovic is currently associate professor at Jussieu's University (UPMC) in the project-team POLSYS which is common between UPMC and INRIA Paris. He is mainly interested by evaluating the security of cryptographic primitives by means of algebraic methods. In particular, together with collaborators, Ludovic has proposed new approaches to evaluate the security of several quantum-resistant algorithms : multivariate schemes, code-based schemes as well as lattice-based schemes. Besides academic research, he is also involved in industrial transfer and standardization activities. Ludovic is an external scientific advisor for Kryptnostic (a Californian start-up), member of the CSA quantum-safe security working group and member of the quantum-safe cryptography specification group of the European Telecommunications Standards Institute (ETSI).

After studying technical mathematics at the Technical University of Eindhoven, with a final thesis on quantum crypto, I started working at the NLNCSA as crypto expert. At the NLNCSA, and together with a team of experts, I evaluate information security products for the protection of classified information. Examples are dedicated ultrasecure mobile phones, laptops with encrypted harddisk, secure network communication. Certain state secrets need to stay secret for over 30 years. Since we take into account that there will be a large quantum computer within this timeframe, already now we include the quantum computer as a threat vector in our security model. This means the quantum computer is already part of my daily work.

Dr. Wei Qi is the CEO of CAS Quantum Network Co., Ltd, and the Chairman of CCSA Special Task Force (ST7) on Quantum Communication and Information Technology. Prior to this, he held the role of the deputy secretary general of Hefei Municipal Government, the director of the Development and Planning office of USTC. Dr. Qi is working on the industrialization of quantum communication technology, and has successively promoted the establishment of the China Quantum Communications Industry Alliance and Quantum Information Association of China (QIAC).

Kelly RichdaleKelly Richdale, ID Quantique
Ms. Richdale is SVP of Quantum Safe Security at ID Quantique SA, responsible for the Quantum Safe Security and Quantum Random Number Generator divisions. She has been working in the security industry for 15 years, focusing on cryptography, network security, identity management and strong authentication solutions. Prior to ID Quantique Ms. Richdale held the role of Managing Director International Operations of Bioscrypt, the enterprise access division of L1 Identity Solutions (now Sagem-Safran) . In 2001 she founded the company A4Vision, specialising in 3D face recognition, which was acquired by Bioscrypt in March 2007.
Ms. Richdale holds an MBA from INSEAD (Fontainebleau, France) and a degree in modern languages (Russian & German) from Cambridge University. She is an occasional lecturer at the Infosec course at the University of Geneva and on the advisory board of the EPFL's Management of Technology MBA course. Walter RiessWalter Riess, IBM Research - Zurich
Dr. Walter Riess is Head of the Science & Technologydepartment and manager of the quantum technology group at IBM Research – Zurich.
Dr. Riess studied physics at the University of Bayreuth, Germany, where which he earned a Ph.D. in 1991 and habilitated in 1996. From 1991 to 1995, he led the Polymeric Light-Emitting Device group of Experimental Physics II at the University of Bayreuth. In 1995, he joined the IBM Research – Zurich Laboratory as a research staff member working on organic light-emitting diodes (LED). In 1998, he became manager of the Display Technology group working on display applications of electroluminescent organic materials, which today are game-changing technologies used in many television displays and mobile devices.
Dr. Riess has received numerous IBM awards and recognitions, among them the prestigious IBM Corporate Patent Portfolio Award in 2005. In 2014 he was named Distinguished Research Staff Member at IBM Research – Zurich.
Dr. Riess has authored and/or coauthored more than 100 scientific papers and holds 70 granted patents. He is a senior member of IEEE, member of the German Physical Society, the Swiss Physical Society, and the Materials Research Society.

Dave Sabourin had a 20 year career with the Canadian Forces. While in the military, Dave served in various leadership positions in the signals, electronic communications, and operational support fields. Dave joined the Communications Security Establishment in 2007 and has served in various leadership positions within the enterprise security architecture team, and more recently with the cryptographic security team, responsible for all aspects of GC cryptography including security in the Post Quantum space. Dave holds a BEng from the Royal Military College of Canada and a MBA from the University of Ottawa.


Masahide Sasaki, Distinguished Researcher at NICT - Member of the Programme Committee
Masahide Sasaki received the B.S., M.S., and Ph.D. degrees in physics from Tohoku University, Sendai Japan, in 1986, 1988 and 1992, respectively.
During 1992-1996, he worked on the development of semiconductor memory in Nippon-Kokan Company (current JFE Holdings), Kanagawa Japan. In 1996, he joined the Communications Research Laboratory, Ministry of Posts and Telecommunications (since 2004, National Institute of Information and Communications Technology (NICT), Ministry of Internal Affairs and Communications). Christian SchaffnerChristian Schaffner, University of Amsterdam
Christian Schaffner received a diploma degree in mathematics from ETH Zurich (Switzerland) in 2003 and a PhD degree in computer science from Aarhus University (Denmark) in 2007. After three years as postdoctoral scholar at Centrum Wiskunde & Informatica (CWI), he is currently an Assistant Professor of Theoretical Computer Science at the Institute for Logic, Language and Computation (ILLC) at the University of Amsterdam. He is a VENI and VIDI laureate, has served on various program committees and is currently chairing the steering committee of the annual QCrypt conference.
His research interest is quantum cryptography in a broad sense: On the one hand, he develops new quantum protocols (e.g. for position-based cryptography or homomorphic encryption), on the other hand, he studies quantum-safe cryptography and develops quantum-information-theoretic tools. He is interested in outreach and educating people about the quantum nature of the world and the implications for cryptography.

Matthew SchollMatthew Scholl, NIST
Matthew Scholl is the Chief of the Computer Security Division in the Information Technology Laboratory at the National Institute of Standards and Technology (NIST). His responsibilities include cryptographic standards used by the US Government and internationally, Cybersecurity Research and Development at NIST, and Cybersecurity Standards and Guidelines for Federal Agency Security Programs. He also leads NIST participation with Cybersecurity National and Internationals Standards Development Organizations (SDOs) and associated conformance testing programs.
Mr. Scholl has a Masters Degree and Bachelors Degrees in computer science and information systems from the University Of Maryland and the University of Richmond. He is a US Army veteran and currently has over 20 years of federal service.

Andrew ShieldsAndrew Shields, Toshiba Research Europe
Andrew Shields is Assistant Managing Director at Toshiba Research Europe in Cambridge, UK, where he leads R&D of Quantum Technologies. He has published over 300 research papers and 70 patent applications in the fields of Quantum Communications and Computing and their associated devices. He is the current chair of the ETSI Industry Specification Group in Quantum Key Distribution.

Tim SpillerTim Spiller, York Centre for Quantum Technologies, UK Quantum Communications Hub
Professor Tim Spiller moved to York in 2014 as founding Director of the York Centre for Quantum Technologies and he is now also Director of the UK Quantum Communications Hub. Prior to this he was at the University of Leeds in the roles of Head of the Quantum Information Group and Director of Research for the School of Physics and Astronomy. Prior to 2009 Spiller was Director of Quantum Information Processing (QIP) Research at HP Labs Bristol – an activity that he established in 1995 – and a Hewlett-Packard Distinguished Scientist. He has spent 35 years researching quantum theory, superconducting systems and quantum hardware and technologies. He led HP's strategy on the commercialisation of QIP research, is an inventor on 25 patents linked to quantum technologies and applications, and was additionally a consultant inside HP on networking, communications and nanotechnology.

Piotr TysowskiPiotr Tysowski, Institute for Quantum Computing
Dr. Piotr (Peter) Tysowski is a postdoctoral researcher at the Institute for Quantum Computing at the University of Waterloo in Canada, where he is researching and engineering applied solutions for quantum cryptography. He received a PhD in Electrical and Computer Engineering at the University of Waterloo, where he also received Bachelor and Master degrees. His prior research was on security and privacy in mobile cloud computing, and requirements software engineering. He was the recipient of the Alexander Graham Bell Canada Graduate Scholarship. He also holds an MBA from Wilfrid Laurier University. Previously, he was a senior management consultant in the Digital Business Technology practice of Booz & Company in the U.S., and a senior software engineer and product manager at BlackBerry in Canada. Sir Mark WalportSir Mark Walport FRS FMedSci
Sir Mark is the Chief Scientific Adviser to HM Government and Head of the Government Office for Science. He was recently appointed Chief Executive Designate of UKRI.
Previously, Sir Mark was Director of the Wellcome Trust. Before this he was Professor of Medicine and Head of the Division of Medicine at Imperial College London.
He is Co-Chair of the Prime Minister's Council for Science and Technology and has been a member since 2004.
He received a knighthood in the 2009 New Year Honours List for services to medical research and was elected as Fellow of The Royal Society in 2011.

William WhyteWilliam Whyte, Security Innovation
Dr. Whyte is responsible for the strategy and research behind Security Innovation's activities in vehicular communications security and cryptographic research. Before joining Security Innovation, he was CTO for NTRU Cryptosystems, a leading provider of embedded security solutions and previously served as Senior Cryptographer with Baltimore Technologies in Dublin, Ireland. He is chair of the IEEE 1363 Working Group for new standards in public key cryptography and has served as technical editor of two published IEEE standards, IEEE Std 1363.1-2008 and IEEE Std 1609.2-2016, as well as the ASC X9 standard X9.98 and numerous IETF Internet Drafts.
He is a key member of the research team developing and maturing the NTRU cryptographic technology and a contributor to many standards groups working on post-quantum cryptography.
Dr. Whyte holds a D. Phil from Oxford University on Statistical Mechanics of Neural Networks and a B.A. from Trinity College, Dublin, Ireland.


Colin Whorlow, Head of International Standards, CESG - Member of the Programme Committee
Colin Whorlow has worked in CESG, the UK National Technical Authority for Information Assurance, for 15 years. Now Head of International Standards he was formerly Head of International Relations where he led CESG's engagement on EU and NATO information assurance issues. Colin is a member of the Management Board of ENISA (European Network and Information Security Agency) and of the SOG-IS Management Committee. He has led workshops on the impact of Cybersecurity on Critical Information Infrastructure Protection as part of the Meridian Process and at the Budapest Conference on Cyberspace. Previously Head of Export Control Colin chaired the Information Security Technical Working Group at the Wassenaar Arrangement for some years. Colin's degree is in mathematics, which he read at Oxford University.

Atsushi Yamada, ISARA Corporation
Atsushi Yamada is Vice President, Research & Development at ISARA Corporation, a quantum safe security solutions company. ISARA's mission is to help build a world where consumers, enterprises, and governments can benefit from a quantum computer, without being exploited by it.
In 2015, he joined ISARA where he's responsible for leading their world-class research and development team. The following year, the ISARA team brought to market ISARA Radiate Security Solutions Suite: the world's first enterprise-grade quantum safe cryptographic solution suite for today's end-user products and future technologies. During his time at ISARA, he's created new cryptographic algorithms and attack mitigations.
Previously, Atsushi was a member of the security teams at Certicom and BlackBerry. While there he partnered with customers around the world to integrate Certicom's cryptographic solutions into their products and evaluated draft standards in cryptography.
Atsushi has a Ph.D. in Electrical and Computer Engineering from the University of Waterloo.

Yong ZhaoYong Zhao, QuantumCTek
Dr. Zhao is the CEO of QuantumCTek Co., Ltd., the Chair of Quantum Information Association of China (QIAC), and the duty director of the Research Center for Quantum Technologies and Applications of Chinese Academy of Science (CAS). He graduated from University of Science and Technology of China (USTC) with the bachelor's degree in 2004, and obtained his Ph.D. degree from the University of Heidelberg in Germany in 2009. During the period from 2007 to 2009, He had worked in the field of Quantum Information Processing with semiconductor system, with the experience as a researcher in Quantum Optics and Mesoscopic Systems Group in Cavendish Lab in the University of Cambridge. Dr. Zhao joined QuantumCTek in 2009 and has operated the corporation to become the leader of China's quantum information industry. QuantumCTek has provided commercial QKD system to most of the quantum-safe projects in China, including 2000km Beijing-to-Shanghai Backbone network and tens of metropolitan QKD networks with fruitful applications in many fields. He is committed to organizing more than 30 Chinese ICT corporations to jointly build a quantum security service platform, aiming to expand the quantum safe technology to be more widely accepted and applied.
