3GPP™ Confidentiality and Integrity Algorithms UEA1 & UIA1 

ETSI is Custodian of the 3GPP™ Confidentiality and Integrity Algorithms UEA1 & UIA1, which have been developed through the collaborative efforts of the European Telecommunications Standards Institute (ETSI), the Association of Radio Industries and Businesses (ARIB), the Telecommunications Technology Association (TTA), the T1 Committee.

3GPP Confidentiality and Integrity Algorithms UEA1 & UIA1 Specifications can be downloaded below or from the 3GPP website:

They may be used only for the development and operation of 3G Mobile Communications and services. Every Beneficiary must sign a  Restricted Usage Undertaking with the Custodian and demonstrate that he fulfills the approval criteria specified in the Restricted Usage Undertaking.  Furthermore, Mitsubishi Electric Corporation holds essential patents on the Algorithms. The Beneficiary must get a separate IPR Licence Agreement from Mitsubishi Electronic Corporation Japan.

The licensing procedure with ETSI is as follows:

Every Beneficiary must send to the ETSI Secretariat two signed paper copies of the 3GPP™Restricted Usage Undertaking   with the Administrative Charge of 1 000 € excluding V.A.T.  Upon receipt of payment the Beneficiary will then receive one copy of the Restricted Usage Undertaking duly signed by ETSI by express mail.

3GPP™ Confidentiality and Integrity Algorithms UEA2 & UIA2

ETSI is Custodian of the 3GPP Confidentiality and Integrity Algorithms UEA2 and UIA2 , which have been developed through the collaborative efforts of the 3GPP Organisational Partners.

The UEA2 and UIA2 Algorithm specifications may be used only for the development and operation of equipment conforming to the UEA2 & UIA2 Algorithm or standards based on it. Every Beneficiary intending to implement and/or use the UEA2 & UIA2 Algorithm must sign a Restricted Usage Undertaking with a Custodian and demonstrate that they satisfy the approval criteria specified in the Restricted Usage Undertaking

3GPP™ Confidentiality and Integrity Algorithms 128-EEA1 & 128-EIA1

The 128-EEA1 and 128-EIA1 Algorithms are identical to the 3GPP™ Confidentiality and Integrity Algorithms UEA2 and UIA2. The specifications can be downloaded from the GSM Association web site, following the links above.

For the licensing procedure with ETSI please follow the instructions for the 3GPP™ Confidentiality and Integrity Algorithms UEA2 and UIA2.

Development and operation of LTE equipment including 128-EEA1 or 128-EIA1 is considered to be an instance of 'development and operation of equipment conforming to the UEA2 & UIA2 Algorithm or standards based on it', as mentioned above. 128-EEA1 and 128-EIA1 for LTE are considered to be an instance of using 'UEA2 and UIA2 Algorithm services' as mentioned in the existing restricted usage agreement.

3GPP™ Confidentiality and Integrity Algorithms 128-EEA3 & 128-EIA3

ETSI is Custodian of the 3GPP Confidentiality and Integrity Algorithms EEA3 and EIA3, which have been developed through the collaborative efforts of the 3GPP Organisational Partners.
The EEA3 and EIA3 Algorithm specifications may be used only for the development and operation of equipment conforming to the EEA3 and EIA3 Algorithm or standards based on it. Every Beneficiary intending to implement and/or use the EEA3 and EIA3 Algorithm must sign a Restricted Usage Undertaking with a Custodian and demonstrate that they satisfy the approval criteria specified in the Restricted Usage Undertaking.

Furthermore, DACAS China  holds essential patents on the ZUC algorithm. The Beneficiary must get a separate IPR Licence Agreement from DACAS China.

3GPP Confidentiality and Integrity Algorithms EEA3 and EIA3 Specifications (listed below) can be downloaded from the GSM association web site:
