ETSI Summit: Releasing the Flow - Data Protection and Privacy in a Data-Driven Economy

Data is said to be the most valuable asset in the digital economy. Europe adopts an ambitious set of rules to deal with the circulation and protection of data, both private and business related.

Attendees had the opportunity to get a grasp of the policy and legislative landscape around data flow in EU and beyond, discuss the interplay of data with regulation, legislation, technologies and standards, hea viewpoints and debate with experts coming from different points of the ecosystem.

The interaction between policy, legislation and technology is not new, but the dynamics between data flow and data protection give rise to new tensions:

  • A Data economy “characterized by an ecosystem of different types of market players collaborating to ensure that data is accessible and usable” is the conceptual foundation of EU policy relating to data flow. It addresses both consumer markets (apps economy) and enterprise markets (finance, transports, energy, etc.).
  • The Protection of personal data: the development of a data economy pre-supposes that citizens trust their online communications and transactions do not equate to handing over their life to economic operators (be they public or private entities). Hence the central role of the General Data Protection Regulation (GDPR) which will enter into force in May 2018.
  • e-Privacy, which aims at ensuring the respect for private life, confidentiality of communications, protection of personal data in the electronic communications sector, and guarantying the free movement of electronic communications data, equipment and services in the EU.

Of course, definitions and standards alone will not solve those tensions. However they are part of the equation of getting policies that work.  These depend on the generation of adequate legislation, technical definitions, soft law and smart interactions between them.

By joining the one day Summit ETSI is staging on 19 April 2018, you will hear and discuss:

  • The players: What will the EU legislation mean for market players operating in Europe and how do we ensure global collaboration? How will standards support businesses and regulators in the implementation of policy, legislative and industrial agendas?

Pierre Chastanet is Acting Head of Unit Cloud & Software at the European Commission, where he is in charge of the proposal for a European regulation on the free flow of non-personal data. He has been working for 11 years at the European Commission in various management and policy development assignments, in the area of cybersecurity, digital privacy, ICT for societal challenges, green ICT and telecom innovation. Prior to that, Pierre acquired over 10 years of ICT experience, mostly in various IT management positions at Procter & Gamble. Pierre holds a M.S. in Telecommunication Engineering from Telecom ParisTech, a M.A. in International Politics from the Free University of Brussels and a B.Sc in Economics from the London School of Economics and Political Science.

Paul Copping is Chief Innovation Officer at Digital Greenwich, serving the Royal Borough of Greenwich, population 275,000.  His role is to engage with industrial partners to deploy integrated technology solutions that will result in more innovative, agile and cheaper services for Greenwich citizens.  In the wider market, he is working to enable more effective replication of smart city infrastructure in support of Sustainable Development Goals.  His current focus areas include connected and autonomous vehicles; 5G wireless; air quality; and social support for our ageing society.  Paul has an MBA in Marketing from Cass Business School in London and an MA in Spanish and French from the University of Cambridge.  His earlier career background is in telecoms (Nortel, BT) and mobility (Transport Research Laboratory) with a focus on corporate development and innovation management.  He is a Director of the City Protocol Society and the Chairman of ETSI Industry Specification Group “City Digital Profile”.

Renaud Di Francesco, PhD, is the director of the European Technology Standards Office of Sony. He has held research, technology and business development roles, in France Telecom (Orange), the European Commission and Sony. His publications include scientific articles on speech coding, subjective probability and behavioural economics, and books on the microeconomics of data (Amazon/Kindle editions), patents in various domains.

Helmut Fallmann, 51, is management board member of Fabasoft AG, a stock corporation founded by him and Leopold Bauernfeind almost 30 years ago. Fallmann is known as a passionate European, his vision incorporates business-related processes running digitally and without cease anywhere. Among other things, Fallmann is contributor to the Digital Agenda for Europe, in particular the Cloud Select Industry Group.

Christophe Gossard started his career as a consultant and joined Deere in 1996 in France as a computer sciences engineer. Internal SAP consultant for 3 years at the Headquarters in the US, he completed during his assignment his background with a MBA from Tippie Management School at the University of Iowa. Responsible of the Sales Engineering department for 7 years in Europe, South Africa, and South Korea supporting John Deere distributors, he started to work in 2010 with the European commission as the European Emission Coordinator. Since 2012, he is the Regional Strategic Standards Manager at the Regional Center in Mannheim, Germany, in charge of regulatory subjects. He is providing support for the relevant regional issues for strategic standards and regional governmental affairs. Responsible of the data mapping proposition for the development of the agri-food eco-system based on existing standards and regulatory requirements for Europe, he has been engaged for the last two years in the AIOTI, AEF, and CEMA associations on this specific subject.

HickmanTim Hickman, Partner, White & Case
Tim Hickman is a partner in the London office of White & Case. He advises on all aspects of UK and EU privacy and data protection law, from general compliance issues (such as implementing privacy policies and consent forms) to more specialized issues (such as managing data breaches, structuring cross-border data transfers, and complying with the 'right to be forgotten'). Tim has a detailed knowledge of the EU's General Data Protection Regulation, and co-authored White & Case's Handbook on that legislation. Clients appreciate Tim's ability to find pragmatic and commercial solutions to complex (and frequently multi-jurisdictional) data protection compliance questions. Tim has significant experience of working with a wide range of clients in the EU, the US and Asia. He has also spent time on secondment at Google, advising on cutting-edge privacy and data protection issues.

HicksSimon Hicks, ETSI General Assembly Chairman, UK Department for Digital, Culture, Media and Sport (DCMS)
Simon Hicks leads on ICT technical standards policy for the UK government and is based in the Department for Digital, Culture, Media and Sport (DCMS). He is Chairman of the General Assembly of ETSI. He is the UK representative to the European Commission Multi-Stakeholder Platform for ICT standards and is active in a range of global ICT standards and technology work, focusing on areas of concern to society and government. Simon is a Chartered Engineer and began his civil service career in the UK defence ministry. He joined the trade and industry ministry in 2002 and has been involved in ICT standards work since then. Outside of work Simon is an active member of his church and enjoys walking the family dogs.

John Howie is the Chief Privacy Officer and Head of Cybersecurity for Huawei Consumer Business Group. John has over twenty-five years of experience working in information and communications technology in a variety of industry sectors. He was previously consulting to a premier Hedge Fund. John’s previous positions include Chief Operating Officer of the Cloud Security Alliance, a global not-for-profit advocacy and industry association, and Senior Director at Microsoft where he managed groups responsible for day-to-day information security technical operations of Microsoft’s core cloud infrastructure. John is a Visiting Professor at Edinburgh Napier University’s School of Computing, a Research Professor at the University of Arizona, is a member of the British Council’s Digital Advisory Group. John holds many industry certifications. David Kennedy, is the Director of Eurescom in Germany and has over 35 years’ experience in telecommunications ranging from communications network planning to extensive international collaborative research management. His achievements include the stimulation and orchestration of many important European ICT research initiatives such as the Future Internet PPP, the CELTIC Eureka Cluster, the Networld2020 and NEM technology platforms and, more recently, the 5G-Public Private Partnership (5G-PPP).  Currently he leads the support action for the 5G-PPP and has established the  European 5G-PPP web portal at www.5G-PPP.eu, which has become the central information hub for the European 5G research and trials discussions.

Pearse O'Donohue is Director for the Future Networks Directorate of DG CONNECT at the European Commission, dealing with policy development and research supporting the Digital Single Market as regards 5G networks, IoT, cloud and data flows and conceptualising new and innovative approaches towards service platforms and next generation Internet. Before becoming Director, Pearse was Head of the Cloud and Software Unit in DG CONNECT, dealing with the strategic development and implementation of policy on cloud computing and software. Until October 2014, Pearse was Deputy Head of Cabinet of Vice-President Neelie Kroes, previous European Commissioner for the Digital Agenda. He was responsible for advising the Vice-President on the development and implementation of policy on electronic communications, networks and services, as well as broadband, spectrum and other related policies such as Internet governance. Before that, Pearse was Head of the Radio Spectrum Policy Unit in the European Commission, DG CONNECT. Prior to joining the European Commission, Pearse held posts in the Irish Department of Foreign Affairs, the Permanent Representation of Ireland to the EU in Brussels, and as Assistant Director of the Brussels office of the Irish Business & Employers' Confederation.

Mark Pecen serves as CEO of Approach Infinity, Inc. and Chief Operating Officer of ISARA Corporation.  Approach Infinity provides advisory services to technology startups, private equity firms, major corporations and law firms. ISARA Corporation develops security products for next-generation networks and computing platforms.  He is also an investor in several technology companies. He is the chairman and founding member of the ETSI TC Cyber WG for Quantum Safe Cryptography (Cyber QSC) created in March 2015 to make recommendations on core cryptographic primitives and develop specifications for quantum-safe ICT applications. Pecen has served as a senior technology executive for more than 30 year and is an inventor on more than 100 fundamental patents in wireless communication, networking and computing, and is a graduate of the University of Pennsylvania, Wharton School of Business and the School of Engineering and Applied Sciences.

 Mr. Pehrsson is responsible for Telecom, Regulatory & Trade Policy at Ericsson. Leveraging over thirty years of experience in government and telecommunication, Mr. Pehrsson is the architect of the company’s strategic focus on developing strong ties to Governments and Regulators around the world.  Prior to joining Ericsson, Mr. Pehrsson served as the Deputy Director-General, Swedish Ministry for Foreign Affairs (MFA), Director, Ministry for Industry and Trade working primarily in the trade policy, trade & investment promotion and EU Single Market fields as well as represented the Swedish government at various embassies around the world. Currently Mr. Pehrsson is on the board of a number of organizations such as the Swedish Foreign Trade Association (Chairman), DigitalEurope, the Swedish IT and Telecom Industries, the International Council of Swedish Industry - NIR, the Stockholm China Economic Research Institute - SCERI and the Swedish Program for ICT in Developing Regions (Chairman). He is also Vice-chair of the Trade & Investment Commission of the International Chamber of Commerce - ICC, and Chair of the Digital Economy Policy Committee as well as the Trade & Investment Policy Committee of ICC Sweden.

Lars is CEO at the Danish Consumer Council, a consumer organisation with about 79,000 individual members and more than 30 member organisations. Lars is deeply engaged in the questions of data protection, privacy, and protection of consumer rights in the digital era. Lars is also member of the government’s Council for Implementation of EU legislation, member of the Danish Data Protection Council, member of the Board of Danish Standards, member of the Advisory Committee of the Danish Competition Council, and member of the board of BEUC – The European Consumer Organisation.

Ramachandran, aka “TV”, has a Master’s degree in Physics (specialisation in Wireless & Electronics) with over 50 years work experience, the first 25 years in Dunlop India, in top management positions.  Since the inception of mobile telecommunications in 1994, TV has been the 1st CEO of Sterling Cellular, Delhi and helped establish the largest Indian cellular network of that time - what is today Vodafone India. TV, the first Chairman of India Interest Group of GSM-MoU Association also founded and led, as Director General, Cellular Operators Association of India (COAI) for 12 years, establishing it as a credible voice of the industry. TV then served as Resident Director – Regulatory Affairs & Govt. Relations, Vodafone India for 5 years. For his contributions to Mobile Telephony in India, TV was conferred the “Voice & Data Lifetime Contribution Award", in March 2015. Besides running his own Consultancy firm, he is President - Broadband India Forum, Chairman - Telecom Committee, European Business Group and Consultant, European Business & Technology Centre. TV was recently nominated by Government as a member of the prestigious ‘Hi-level 5G Forum’ formed to develop the Vision & Roadmap for 5G India 2020. A member of the Global Advisory of India IET IoT and having served IET India Development Panel for 3 years, he has been instrumental in the success of IET-IoT Congress in 2016 and 2017.

Master in mathematics and Telecom Engineer. After a career in Telecommunications, Data Networks and IT, he co-founded ITEMS International to address strategic consulting in telecom sector. Since this period, ITEMS has developped expertise in various sectors of the Digital Economy including telecom, broadcast, software, smart energy, smart cities, open & big data. He co-launched Cityzen Data in 2013. That company has developped Warp10, an open source solution to manage data from sensors and IoT (Time Series, Geo Time Series™) or any kind of sequence data. Cityzen Data addresses data analytics and Artificial Intelligence issues in an industrial perspective. Warp10 is now used in energy, transport, automotive, aeronautics, telecommunications, insurances, smart cities, agriculture, health, defense and cybersecurity. As a business angel, Herve is an investor in startups and is part (“godfather”) of the accelerator “TheFamily”.

Luis Jorge Romero, Director General of ETSI, has more than 20-years’ experience in the telecommunications sector.  At ETSI he has initiated a global standardization partnership for Machine to Machine communications, oneM2M, has overseen the rapid development of ETSI’s Industry Specification Group on Network Functions Virtualization, and has driven the implementation of the ETSI Long Term Strategy, an ambitious plan to prepare the institute for the future. He is now positioning the institute to take a leading role in 5G standardization through the 3GPP global partnership project and through initiatives such as ETSI’s Multi-access Edge Computing, Millimetre Wave Transmission and Network Functions Virtualization groups. Previously he has held diverse Director positions in Spain, Morocco and Mexico, predominantly with Telefonica. As Global Director for International Roaming and Standards, and Director of Innovation and Standards, he oversaw Telefonica's participation in global standardization activities, and participated directly in the work of the Next Generation Mobile Networks (NGMN) Alliance and in the GSM Association (GSMA). Before joining ETSI in July 2011, he held the position of Director General of Innosoft and was also a partner and board member of Madrid-based Innology Ventures.

Dr Johnny Ryan FRHistS is Head of Ecosystem for PageFair, a Fellow of the Royal Historical Society, and a member of the World Economic Forum’s expert network on media, entertainment and information.  His second book “A History of the Internet and the Digital Future” is on the reading list at Harvard and Stanford. His expert commentary on adblocking and data protection has appeared in The Financial Times, Le Monde, Wired, NPR, Advertising Age, BBC, Sky News, and many others. His writing has appeared in NATO Review, Fortune, Business Week, Business Insider, Contagious, and Ars Technica. His previous roles include being Chief Innovation Officer of The Irish Times, Senior Researcher at the Institute of International & European Affairs (IIEA). His first book was the most cited source in the European Commission’s impact assessment that decided against pursuing Web censorship across the EU. He has a PhD from the University of Cambridge.

Teruhiko Sato has been the First Secretary of the Mission of Japan to the European Union since June 2015. He is mainly in charge of digital, telecom and data protection issues. Before joining the Mission of Japan, he worked for the Ministry of Internal Affairs and Communications (MIC) for over 10 years, focusing on telecommunication and broadcasting policy, such as multilateral international coordination, broadcasting regulation, content distribution policy, and broadband promotion policy. He has also worked for Fujitsu Ltd, promoting e-government systems. He has a master degree in public administration from the University of Michigan.

Alban is Chairman of CISPE (Cloud Infrastructure Services Providers in Europe, cispe.cloud) and SVP Strategic Development & Public Affairs for OVH. CISPE developed the CISPE Data Protection Code of Conduct published in September 2016 to enable Cloud Infrastructure Services Providers to anticipate the GDPR and help their customers to increase their readiness for it.  Since 2012 Alban is co-leading the French National Industry Plan about Cloud Computing and was part of the UK-France Data Economy Taskforce. He also currently serves as member of several boards, including the SystemX Institute for Research and Technology, EuroCloud France and Systematic Competitiveness Cluster, FrenchTech Lille and the Alacrite accelerator. Entrepeneur for more than 15 years he started three leading companies in Open Source services and High Performance Computing before joining OVH.

Alain joined Veolia in 2015 to manage the digital transformation of the company. He has more  than 30 years of experience in Smart Things, Urban Mobility, Artificial Intelligence, Media, Telecom and Internet sectors, where he served as Managing Director, Marketing VP, Business Development VP and R&D manager in large corporations as well as start-up companies. Alain launched several innovative businesses for large corporations including OpenTV (a venture between Thomson and Sun Microsystem), TPS Interactive (a subsidiary of TF1 dedicated to new media), Urban Pulse (the most comprehensive real-time city guide on mobile for Transdev) and contributed to other technological ventures for companies like Thales, France Telecom, Sagem. He created, developed and marketed a number of innovative products and services, including, with his own start-up, an innovative technology allowing for real people to merge with virtual worlds. He received two prizes for innovative products and wrote over 15 patents. Alain is a graduate of Ecole Polytechnique, received an engineering degree from Ecole Nationale des Télécommunications, and holds a PhD in Signal Processing.
